State Significant DA lodged for ‘Dawn’ at Mona Vale beach

A new 53 apartment development offering apartments with panoramic ocean views across Mona Vale beach.
Inca Property Group (Inca) has lodged a State Significant Development Application (SSDA) with the NSW Government for Dawn, a new residential development at 35 to 39 Darley Street East in Mona Vale.
Set on a prominent elevated site with sweeping ocean views of Mona Vale beach, Dawn is among the most significant development proposals to come before the Northern Beaches in years, distinguished by its high-end architecture.
The development is among the first in the area to be assessed under the NSW Government’s Low and Mid-Rise Housing policy, with the site positioned at the edge of the policy’s designated inner area.
Inca’s application proposes the demolition of the existing 18-apartment strata building on the 2,679.4sqm site. Positioned at the highest point on Darley Street East, the proposed residential building will comprise 53 apartments - a mix of two and three-bedroom homes, above three levels of basement parking with 124 car spaces.
Of the 53 apartments, 9 will be dedicated as built-to-rent under the infill affordable housing scheme, delivered on level one.
Josh Thompson, Managing Director at Inca Property Group said, “This state significant pathway gives the team real certainty to progress Dawn through to completion. It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government’s planning department.”
Located approximately 280 metres from Mona Vale beach and foreshore reserve and within 380 metres of Mona Vale Town Centre, the site continues Inca’s expansion across Sydney’s northern suburbs, following the sold-out Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.
“We were keen to return to the beaches and the lifestyle we all love. The Darley Street East site captured our attention immediately. It’s walkable to the beach and town centre, close to Mona Vale Golf Club and the Royal Motor Yacht Club, and elevated position captures uninterrupted ocean views that are hard to find in Mona Vale unless you are in a large home overlooking Pittwater,” Mr Thompson adds.
Designed specifically for owner-occupiers and downsizers, Dawn will feature a pool, sauna, gym and wellness area. Private plunge pools will also be available for ground-floor and penthouse apartments.
“The majority of buyers in our recent north shore projects have been downsizers, and we are learning exactly what this market is looking for. Beyond the location itself, we have included resort-style amenities to deliver a genuine lifestyle offering,” Mr Thompson continues.

John Walsh, Principal Architect at Plus Studio said, “When we first walked along Darley Street down to the water, what struck us was the gradient from land to water to sky and were keen to bring that transition into the building. We also drew on the layering of the Narrabeen Group rock formations along the coastline and Mona Vale’s history as a market garden. These natural elements became key design references as the scheme developed.”
The building’s stepped form responds directly to its context - ground-floor apartments are designed as sheltered, landscape-wrapped homes; levels one to three take on a more sculpted profile that carefully frames views and light for neighbouring properties; and level four and above open up to uninterrupted vista over Mona Vale Beach and the surrounding golf course, maximised through extensive glazing and considered apartment planning.
“The lifestyle and wellness amenities are positioned at the front of the building to become a social hub and draw landscaping into the heart of Dawn. We have also designed for how people actually live by the beach with spaces to rinse the sand from your feet, storage for surfboards, outdoor showers and natural cross-ventilation through the lobbies,” Mr Walsh adds.
“We are conscious of the impact these planning changes are having on established communities. It is important to us that Dawn contributes affordable housing as part of the development. Given its proximity to the hospital, schools and shopping centre, this is an accessible location for key workers, small business owners and employees to call home,” concluded Mr Thompson.
The project will be delivered by Inca’s in-house construction arm GOP Constructions which has been involved from early design stages.
Inca has engaged with local groups including Mona Vale Surf Life Saving Club, Mona Vale Golf Club and the Royal Motor Yacht Club throughout the design process and plans to continue that engagement during construction.
A dedicated sales gallery featuring a full display kitchen, bathroom, bedroom and lounge is currently being fitted out ahead of Dawn’s planned launch in late 2026.
